[Padre-dev] no translation reports for a while

Hi,

I have turned off the translation report generation in the
commit hook as it was very resource intensive.
I'll have to fine tune it so it will only run when one of the translation files
has actually changed and will only run on that file

I hope I can do it within a few days.
