Actually, for Module::AutoInstall, there is
$ENV{PERL_AUTOINSTALL|PERL_EXTUTILS_AUTOINSTALL} = '--skipdeps'.

In addition: CPAN::Config->{'prerequisites_policy'} might not be eq
'follow' if using CPAN, and there's an equivalent setting for CPANPLUS.
