[Padre-dev] Question about the toolbar

I've tried to get us closer to a configurable toolbar via the move
towards "Action"s

I'm not quite there yet, but if anyone really wants this feature I
know the rough direction it needs to go and I can show you what needs
doing to get for an initial release of it.
