[Padre-dev] Fixing the Unicode issues of Padre - Translators and other non ascii people, please help

I am really fed up that we still seem to have unicode issues.

I am trying to be proud of Padre being multi-lingual and then we
cannot correctly
handle Unicode in our files. This will really limit the adaption of Padre.

So let's try to fix all the issues.

I am currently using 0.38 r5772 and I'd like to clean up these issues
at leas for Linux
and Windows so if you have any non ascii characters in your language
please help to
locate and fix the issues.

I went over trac and here are the Unicode related issues I found:
Some will be closed by the time you look at them, please check that in your
environment they are really fixed or not.
