[Padre-dev] Config 2 and plugins

I've completed an upgrade to Padre::Plugin to support configuration.

Check the perldoc for details.

For convenience, I've also added ->ide and ->main methods for
convenient access to things (without having to go via Padre->ide or
Padre::Current).
