[Padre-dev] Config 2.0 is now turned on

I'm happy to announce that the full Config 2.0 patch has now landed on
the trunk and is active.

This STILL doesn't actually add Project Configuration support, but it
puts everything in place for it.

We also now have the human-specific and host-specific stuff COMPLETELY
seperated out where it belongs, and a full defaulting system is in
place, so your personal config file will be empty unless you change
something from the defaults (allowing us to change those defaults
later).

As usual, there may be bugs. The test suite passes, so I've done all the basics.

Once we're happy the bugs are worked out over the next few days, we
should be ready to release 0.26.
