[Padre-dev] CAN PLEEZE TO BE FIXING 03-WX.T??

Hi guys

03-wx.t is a complete mess... it's a mix of tests for all sorts of
different things, none of which are documented to say what they are
testing.

It skips on Win32 due to one subset of the tests (lack of unicode
decent unicode support) but I apparently keep breaking it because the
test is skipping.

Can someone that understands 03-wx.t please rip out the unicode parts
into a standalone test that skips on Win32 so that I have some visible
of what's in there and can stop breaking it.

And please DOCUMENT what your tests are testing when you add them.
