[Padre-dev] Help with encoding issue

Dear Padre encoding experts,

this is not a Padre issue per se, but an issue with YAML::Tiny (aka 
Parse::CPAN::Meta). Yuval Kogman helped out by fixing an 
encoding/Unicode issue that blocks P::C::Meta from going into core perl. 
I don't feel I'm competent to review it meaningfully, however. Some of 
you have much more experience with encoding issues. Would you have a 
look, please?
