[Padre-dev] Padre::Locale 2.0 lands on trunk

I should also note that Locale 2.0 also has about 50% of the work done
for supporting invented languages such as Klingon or Swedish Chef. We
have the ability to make them up and define them.
Mostly I current lack a font that renders Klingon...
