The problem with sentence level is the context of the sentence into the its paragraph or block of text: in some language, the sentence is correct into one paragraph, but maybe not in another paragraph. That's why PO tools translate at block level.

OmegaT (and other tools) store all sentences translated at the moment, so it offer you, at the start of a new work, the best translation of all text, and you need, after, to check this translation for to correct. But this process is more fast that at block level translation (if the sentences are repeated along the texts, of course).
