[Padre-dev] about translation updates

hi guys,

please don't update changes file for translation updates. it's not
really useful to know, and pollute the changes files.

i'm not saying updating the translation is not important (i am myself
the maintainer of french translation), but i don't want to end up with
changes file having for a new release:

    - updated spanish translation
    - updated french translation
    - updated hungarian translation
    - updated chinese translation
    - updated foobar translation
    - etc ( repeat for all translation that padre has )
    - new feature frobnizer

of course, *new* translation are really worthwhile to go in the changes
file, since it's a new feature.
