Actually, both zh_CN and zh_HK users can also recognize zh_TW msg,
so you can rename my zh_TW.po to zh.po as well.

I'd seen an alternate way to solve this (is this is an issue here too),
some software use "tc" instead of zh_TW, which "TC" means Traditional
Chinese. BUT this is out of locale standard.

Maybe we can just leave this problem/question to users?
Don't detect locale for user, let them choose whatever language they
like to use. (Maybe just a [Language/Locale] sub-menu/item on the Menu
bar or in Preferences/Setup.)
For me, my system locale is zh_TW.UTF-8, but I used to have english
interface with my editor when I'm writing codes.
Don't you think this' better? You/We save time, and users get the right
to choose the language they want.
