Padre works with or without it being active. It's just that the feature 
itself isn't polished enough (though usable).

I don't intend a plain replacement. What I'm working on is something 
like a structure outline with the packages ("main" if no other) in the 
current file and below the packages the pragmata, modules and 
subroutines within them.
All in a tree control with right click menus on the entries with options like
"GoTo" (all of them) or "Open Code" and "Open Documentation" on the 
modules and pragmas.
I think I'll finish it out even if PPI isn't fast enough yet.
